The toolkit is meant to provide information for collaborative governance approaches to support circular economy transition in the urban context. The toolkit is based on pilot experiences within the lifetime of the project. However, other cities will find the REFLOW Collaborative Governance Toolkit useful and practical, as it provides an architecture of activities that a city can creatively combine and personalise according to specific needs.
