Fostering the Urban food System transformation through Innovative Living Labs Implementation

FUSILLI is establishing a knowledge sharing and learning network of 12 European cities to address the challenges of transitioning to sustainable food systems. Each city is creating or improving a Living Lab deploying concrete, replicable actions to deliver on the Food 2030 priorities, while an open knowledge community is compiling best practices.

In Europe, food is available – but this doesn’t mean it will forever be secure, safe, affordable and nutritious. Currently, the EU food system is not sustainable in terms of environmental, economic and social aspects. In this context, the EU-funded FUSILLI project is transitioning towards sustainable food systems. It has brought together 12 European cities to cooperate in a knowledge sharing and learning network to address the challenges of this transformation in urban, peri-urban and nearby rural areas. The 12 European cities involved in FUSILLI are Athens (Greece), Castelo Branco (Portugal), Differdange (Luxembourg), Kharkiv (Ukraine), Kolding (Denmark), Nilufer-Bursa (Turkey), Oslo (Norway), Rijeka (Croatia), Rome (Italy), San Sebastiàn (Spain), Tampere (Finland), and Turin (Italy).

FUSILLI’s main aim is to build an urban food plan to achieve a holistic, integrated and safe transition towards healthy, sustainable, secure, inclusive, equitable and cost-efficient food systems. It is doing so through feasible, replicable and innovative urban policies in all stages of the food value chain, in line with the four Food 2030 policy priorities: Nutrition for sustainable and healthy diets; Climate-smart and environmentally sustainable food systems; Circularity and resource efficient food systems; and Innovation and empowerment of communities.

Each city is creating or improving a Living Lab – an open innovation ecosystem deploying concrete actions to develop and implement innovative urban food policies delivering on the Food 2030 priorities. These actions cover all the stages of the food chain, from production and processing to distribution and logistics, consumption, food loss and waste, and governance. Living Labs involve local stakeholders from public authorities, industry partners, consumer association and/or education. A Knowledge Community is also compiling a catalogue of local and global best practices.

Relevance for Circular Systemic Solutions

FUSILLI’s core ambition is to overcome barriers to developing and implementing integrated, systemic food policies that support the transition towards sustainable food systems in urban, peri-urban and nearby rural areas. To achieve this goal, FUSILLI puts 12 cities in a knowledge sharing and learning network to address the challenges of this transformation. These cities are integrating food in their urban-rural agenda and identifying and creating opportunities to transform food systems into sustainable, healthy and inclusive systems. Via an open Knowledge Community, cities are being empowered to implement innovative and personalised policies and actions, placing citizens at the heart of the process.
The foundation of FUSILLI will be its 12 Food 2030 Living Labs: each city will develop a Living Lab as an open innovation ecosystem, with the aim to implement innovative actions through all stages of the food chain, including production and processing, distribution and logistics, consumption, food loss and waste, as well as governance. Through the FUSILLI Knowledge Community and supported through urban food plans, the partners will identify existing best practices and thus support participating Living Labs, related initiatives and policy-makers to develop sustainable food systems.
