Roubaix

Roubaix is the third largest city in the Hauts-de-France region and part of the European Metropole of Lille. 
 

The Roubaix town council initiated a Zero Waste policy in 2014 after winning a nationwide call for projects on the theme of ‘Zero waste, zero wastage’. The approach is designed to transform the town by mobilising all local stakeholders to reduce waste production and any forms of wastage. It is also an exemplary and inclusive project that promotes the circular economy (CE) and should contribute to developing employment and businesses. 
 

Since 2018, the city has a Circular Economy Department with three people dedicated to the development of circular businesses in the city.

The City of Roubaix has the ambition to maintain and develop its position as a pioneer city in CE at the regional, national, and even European level. 
 

In order to meet this ambition, the city has decided to pursue its current dynamics by mobilising additional means to those already implemented or by exploring new avenues that were previously unimagined. The city is accentuating its role of connecting and trusting third parties by animating the ecosystem, connecting large companies with younger or smaller ones. 
 

In order to promote the development of circular businesses, the City of Roubaix works to better support these new models by removing a number obstacles in the way of their sustainability targets: storage issues, urban logistics issues, volatility of flows are some such obstacles. 
 

The analysis of the different CE models existing in the city highlights four main themes: 
 

  • textiles: eco-design, reuse and recycling; 

  • building: eco-design, reuse and recycling of materials; 

  • furniture: furniture developed from reused and recycled materials; 

  • food: bread recycling, reuse of containers, composting, reuse of soil and wasteland for urban agriculture. 

 

The City of Roubaix will continue to support the development of dynamics around these themes in order to make them the main support points, without prohibiting itself from developing other projects that would meet the territorial needs of companies or the community.

Other activities

The City of Roubaix has reopened the convent of the Poor Clares as a temporary occupation by a collective of architects. They are working on the reactivation of 6 500 m² in order to create the House of Circular Economy and Zero Waste by 2024. They apply a frugal renovation, use reused materials, and experiment a new life in the convent, while respecting the built heritage. This is called the TOTEM place, and will be a place of training and demonstration.

Roubaix is promoting a sustainable approach centred around the concept of low-tech transition at the local level. The pilot places a strong emphasis on sustainable practices that rely on simple, accessible and environmentally friendly technologies. It prioritises resource efficiency, community engagement and resilience to create a circular model for urban regeneration. This comprehensive approach addresses multiple aspects and sectors, including housing, production methods, employment, the supply of resources, mobility and overall quality of life.

To achieve this, the city aims at implementing a series of actions that include efficient use of resources, revitalising abandoned land and buildings, and fostering circular business models to stimulate the local economy.
